These are provider-published figures, not audited results. Community members, vetted creators and active participants are different measures. CPMs also use different view and fee definitions. Source dates appear in each profile. Clipping Culture's count is its company-reported network, as reported by Vogue in September 2026; it is not the number of creators on a campaign.
What is a clipping agency?
A clipping agency, sometimes called a social media clipping agency, runs creator distribution for your content. You supply the source material, whether that's a product demo, a founder interview, a podcast, a film trailer or a music video, along with the rules for using it. The agency briefs its network of clippers, who cut the footage into short vertical videos and post them from their own accounts. Clippers are paid per 1,000 views, so your budget buys reach instead of hours.
That makes it different from three things it's often confused with. An editor or an AI clipping tool gives you clips but doesn't post them anywhere. An influencer deal buys one creator's audience. A clipping agency puts the same moment in front of thousands of audiences at once, and reports which clips carried the views.
Clipping agencies also differ from clipping platforms. A clipping platform or marketplace, like Clipping.net, lets brands post a campaign and run it themselves. A managed clipping agency writes the brief, runs the clipper community, reviews every submission and reports the results, so your team doesn't have to.
How we compared the clipping agencies
This shortlist covers clipping services and clearly labeled distribution alternatives with public service information. We reviewed their websites for six buyer questions. It is an editorial selection, not an exhaustive market survey or a numerical scorecard.
Relevant creator access: The audience, geography and number of relevant accounts available for your brief. Registered members, vetted creators and active campaign participants are different measures. Published community counts are context, not a score for delivery quality.
Brand safety: Whether a person reviews each clip before its views count, whether rejected posts get billed, and how disclosures and takedowns are handled. This is where cheap campaigns go wrong.
Proof you can check: Named campaigns with dates, budgets, post links and a defined outcome. We give more editorial weight to examples a buyer can inspect than to logo walls or lifetime view totals. Community reviews describe the clipper experience; they do not establish advertiser ROI.
Pricing you can plan against: Published minimums, fees and budget-to-view examples. A clipper payout rate, a historical effective CPM and an all-in brand quote measure different things. None guarantees the price or result of your next campaign.
Reporting: Live dashboards, links to the actual posts and a clear definition of a verified view, so the numbers in your report are the numbers that happened.
Fit: The verticals, budget sizes and campaign types each agency is built for. The right agency for a film release isn't always the right one for a SaaS launch.
1. Clipping Culture
Our pick for clipping campaigns at scale
Clipping agency on Whop
Clipping Culture pros
- Company-reported network of 500,000+ clippers; campaign participation varies
- A person reviews every clip before its views count, and rejected posts are never billed
- Published pricing: $15,000 buys about 22M views, an average of $0.68 to $0.71 per 1,000 across campaigns
- 148 published case studies across brands, apps, AI, film, gaming, podcasts, politics and music, with 10B+ views generated
- Rated 4.7 from 2,300+ public reviews on Whop
Clipping Culture cons
- $15,000 minimum, so it isn't built for small test budgets
- No self-serve option to launch your own campaign
Clipping Culture is a clipping agency founded by Evan Stanfield and Grayson Peil. It runs campaigns on Whop Content Rewards for brands, artists, apps, products and gaming teams, and it reports a network of 500,000+ clippers. That is a reported network count, not the number of active creators on any one campaign.
The same review-first process runs every category: brand and product launches, apps and AI software, film releases, games, casino brands, podcasts, political campaigns and music. If you're promoting a product, a show, an app or a person, the brief changes and the process doesn't, so book a call and ask for the closest case study to your category.
The model is simple for the brand. You approve the source material and the campaign rules. Clipping Culture writes the brief and opens the campaign to its network, and clippers cut and post from their own accounts on TikTok, Instagram Reels and YouTube Shorts. Views are counted from the platforms themselves, you watch delivery on a live dashboard while the campaign runs, and campaigns typically launch one to two days after the first call.
Clippers get paid, which is why they keep showing up: Whop Content Rewards v2 alone shows $1,259,574 paid out to clippers as of September 2026, and the community rates the agency 4.7 across 2,300+ reviews.
- clippers in its reported network
- 500K+
- views generated for brands
- 10B+
- published case studies
- 148
- Whop rating from 2,300+ reviews
- 4.7
These are floors, not totals. Clipping Culture runs campaigns across several dashboards, and each figure here comes from a single dashboard or public page.
Brand safety: how the review works
- 1Rules first. Approved footage, required disclosures, platforms and anything off limits are set before a single clip posts.
- 2A person checks every post. Each submission is reviewed against those rules before its views count toward your target.
- 3Rejected posts cost nothing. Posts that break the rules don't count toward your target, and nobody pays for them.
7.3%
of submissions made it through on a single campaign dashboard from July 16 to August 14, 2026: 9,994 approved out of 136,484 clips submitted. That's one dashboard of several, and the rejection rate is the review doing its job.
Results across categories

2. The Clip Ship
Our pick for film, TV and sports releases
Clipping agency
The Clip Ship pros
- Publishes a fixed CPM model of about $1 per 1,000 views
- Every clip is checked before payout, with no paid boosting and takedowns on request
- Entertainment track record, including a six-day Baller League campaign
The Clip Ship cons
- Published creator count does not identify how many accounts will join your campaign
- No published minimum budget, so you'll need a call to size a campaign
The Clip Ship sells short-form distribution to brands and marketing teams, with a clear lean toward entertainment: music, film, TV and sports. Its site lists 200,000+ creators, 3B+ views generated and 250,000+ clips shipped across TikTok, Reels and Shorts.
The process is the familiar one, done carefully. The team sets goals, audience, voice and guardrails, reviews your footage and pre-cuts the moments worth shipping. Clips then go out through its creator network, and each one is checked before the clipper gets paid. It rules out paid boosting such as TikTok Promote and Instagram Boost, aligns audience and geography to the brief, and will chase takedowns by email or Slack.
Its published campaigns show spend next to results: a Logic campaign for Paradise Records that it says reached 125M+ views and #4 on the Apple TV charts on $20K of spend, an Owning Manhattan push that made the Netflix Top 10, and a six-day Baller League flight that delivered 18.72M views, 2.2 times the contracted number. If your campaign is a release where tune-in matters, that's the record to ask about.
The Clip Ship pricing: A fixed CPM model of about $1 per 1,000 views, per its homepage, which also says it has paid out $1M+ to creators.

3. ClipUp
Our pick for smaller budgets and published results
Clipping agency
ClipUp pros
- Publishes real campaign costs, from $1,500 up to $54,300
- An effective cost of about $0.29 to $0.39 per 1,000 views in its examples
- Live dashboard with verified views, top clips, retention and per-platform breakdowns
ClipUp cons
- Past effective CPMs depend on how individual clips perform beyond their payout caps
- Campaigns also go live to a wider platform of 500,000+ clippers, so ask how that pool is vetted
ClipUp is the most open agency on this list about what campaigns cost. Its homepage puts budgets next to results: $54,300 for 185.7M views across 9,097 clips on a Dillon Danis campaign, $8,000 for 26.8M views on a MikeAdelabu campaign, and campaigns as small as $1,500. The $1,500 Full Violence example reports 3.8M views, or about $0.39 per 1,000. The larger examples work out to about $0.29 to $0.30. These are past results, not a guaranteed future CPM.
The mechanics explain the low number. You fund a per-view rate for clippers, commonly $0.75 to $3 per 1,000 according to its calculator, and each clip has a cap. When a clip keeps going past its cap, the extra views are free, which pulls the effective cost down on campaigns that land.
It lists 1B+ views generated, 40,000+ active clippers and 30+ campaigns run, with offers for podcasts, streamers, gaming, iGaming, artists, and TV and film. Every view is filtered for bots and validated against the platform before it counts, and reporting runs on a live dashboard.
ClipUp pricing: Budget-based with no flat fee. Its published campaigns run from $1,500 to $54,300 at an effective $0.29 to $0.39 per 1,000 views.

4. Clouted
Our pick for clipping inside a wider distribution program
Distribution marketing company
Clouted pros
- Runs clipping alongside UGC, fan pages and paid media from one team
- An AI engine that learns which formats and channels work across campaigns
- Music and entertainment work, including Illenium's campaigns with Liquid State
Clouted cons
- No published network size or pricing
- Clipping is one channel of several, so ask for a clipping-only scope and report
Clouted calls itself a distribution marketing company rather than a clipping agency, and the difference matters. Clipping is one of its channels, next to UGC, fan pages and paid media, all run by one team for music, entertainment, gaming and brands.
The pitch is its Virality Engine: AI agents that take in a brand's strategy and content library, run distribution across channels, and feed every result back into what it calls a Distribution Intelligence layer. The idea is that each campaign makes the next one sharper.
Its public work leans music. The featured case study covers how Liquid State and Illenium used Clouted to push “Forever” and “Still Breathing”, and the team page is heavy on music industry and gaming backgrounds. If clipping is one part of a bigger launch, it's worth a call. If you want clipping on its own, ask for that part to be scoped and reported separately.
Clouted pricing: Not published. Campaigns are scoped per brand.

5. ClippingAgency.co
Our pick for creators building their own clipping program
Clipping agency
ClippingAgency.co pros
- Sets up your own clipping program on Whop: dashboards, rules, automation and payouts
- Recruits, vets and onboards clippers, then reviews and approves submissions
- A podcast service that turns each episode into 10 to 30 clips
ClippingAgency.co cons
- No published network size or pricing; its site cites 1,000+ creators served
- Results depend on the community built around your content, so ask how many clippers a typical program recruits
ClippingAgency.co is built for creators, podcasters and founders who want their own clipping program rather than a slot in an agency's campaign feed. It configures the whole engine on Whop, including the dashboard, automation and rules of engagement, then recruits, vets and onboards clippers to run it.
From there it manages the day to day: handling submissions, reviewing quality, approving clips, processing payouts and tracking performance. It offers four services (clipping, performance campaigns, podcast clipping and clipping as a marketing channel) and pitches outcomes like a tenfold increase in short-form output within 30 days.
It says it has generated 10 billion+ views for clients and is trusted by 1,000+ creators. It doesn't publish pricing, so expect a quote on a strategy call.
ClippingAgency.co pricing: Not published. Book a strategy call for a quote.

6. Clipping.net
Our pick for running campaigns yourself
Self-serve marketplace
Clipping.net pros
- Self-serve: brands launch campaigns directly on the marketplace
- Views and engagement are pulled straight from the platforms
- Clippers join without a following or an application, which keeps supply high
Clipping.net cons
- A marketplace, so briefing and quality control sit with your team unless you buy its enterprise service
- An open creator marketplace requires a clear brief and active quality control
Clipping.net is a marketplace rather than an agency. Brands post campaigns, clippers pick them up, and the platform tracks views and pays out. It describes itself as the original and largest clipping network, with 77,000+ clippers ready and 200+ brand campaigns run.
For clippers, the pitch is no barrier to entry: no following, no application, pick a campaign, link your accounts, post, and get paid by PayPal or crypto when a cycle closes. For brands, it means a campaign can go live without a sales process, with views pulled from the platforms automatically.
The trade-off is control. On a marketplace your team writes the brief and decides what good looks like. Clipping.net does sell an enterprise service, so if you like the platform but want help running it, ask what that includes.
Clipping.net pricing: Set per campaign by the brand. Brand-side pricing isn't published.
Source: Clipping.net homepage, read September 15, 2026.
7. FindClout
Our pick for meme-page advertising at scale
Meme-page ad network
FindClout pros
- Publishes separate rates for logo placements and content campaigns
- Describes brand approval and AI plus human review
- Offers a $20,000 to $30,000 pilot for 100M guaranteed views
FindClout cons
- Minimums are 15M views for logo campaigns and 2M for content campaigns
- Logo placements and edits of your content are different products
FindClout distributes brand watermarks, captions and meme variations through creator pages. Compare its placement format with the edited-footage campaigns elsewhere in this list before judging the CPM.
Its homepage separates campaign minimums from a larger $100,000 to $1M+ monthly scaling offer. That monthly range is not the stated entry minimum. Ask which format, audience and delivery commitment your quote includes.
FindClout pricing: $0.20 CPM for logo placements, $0.25 for targeted placements and $1.50 to $3 for content campaigns, per its homepage.
Source: FindClout homepage, read September 23, 2026.
8. FORKOFF
Our pick for tech, SaaS and Web3 founders
Marketing agency with clipping
FORKOFF pros
- Bills only for qualified views that pass watch-time, policy, geography and bot checks
- No retainer and no minimum term; campaigns end when the target is met
- Clipping plus Reddit, podcast placement, founder funnels and launch videos
FORKOFF cons
- Takes about five clients a quarter, by application
- About $3 per 1,000 qualified views; check that competing quotes count views the same way
FORKOFF is a marketing agency for tech, SaaS, deep tech and Web3 founders, headquartered in Dubai, with clipping as one of five lanes. The others are Reddit marketing, podcast placement, founder funnels and product launch videos.
Its pricing model is the most specific on this list. You pay $0.003 per qualified view, and a view qualifies only after clearing four checks: watch time, platform policy, geography and bot detection. You agree a target and a rate before anything ships, the campaign ends when the target is met, and there's no retainer or minimum term.
That works out to about $3 per 1,000 qualified views, more per view than most agencies here, but for a technical product a stricter definition of a view can be worth paying for. FORKOFF takes on about five clients a quarter, by application.
FORKOFF pricing: $0.003 per qualified view (about $3 per 1,000), per campaign, with no retainer or minimum term.
Source: FORKOFF homepage, read September 15, 2026.
9. Spade Clipping
Our pick for brands combining logo campaigns and fan pages
Clipping agency
Spade Clipping pros
- Offers logo placements, brand fan pages and clips from your own footage
- Publishes named brand campaigns with view and engagement totals
- Describes daily moderation, bot checks and live reporting
Spade Clipping cons
- No public CPM rate or minimum campaign budget
- The homepage advertises 60,000+ creators, while its FAQ still says 30,000+
Spade Clipping offers three routes for brands and apps: logo or watermark placements, dedicated fan pages, and short clips cut from podcasts, interviews or announcements. That makes it a comparison option when your campaign needs several content formats, rather than only edits of one source video.
Its brands page reports 11M views for a Galaxy Digital clipping campaign and 4M for a Wayfair meme campaign. Those are Spade's published results, which we have not independently verified. Ask for the post links and reporting behind the closest example to your brief.
Spade says it handles the campaign from briefing through reporting and charges for guaranteed impressions. Before comparing quotes, clarify the creator count: its homepage headline says 60,000+, but its FAQ says 30,000+. Ask how many relevant accounts would actually join your campaign.
Spade Clipping pricing: A custom CPM based on the requested view volume. Its homepage does not publish a fixed rate or minimum budget.
Sources: Spade Clipping homepage, Spade brands and apps services, read September 23, 2026.
10. Lumina Clippers
Our pick for brands comparing a custom four-platform campaign
Clipping agency
Lumina Clippers pros
- Publishes a campaign budget range starting at $5,000
- Says its service includes clip review, bot checks and a live dashboard
- Covers TikTok, Instagram, YouTube and X
Lumina Clippers cons
- The advertised creator count does not show participation in a comparable campaign
- The pricing calculator is illustrative; the actual CPM requires a campaign quote
Lumina Clippers runs clipping campaigns across TikTok, Instagram, YouTube and X. Its services page says it handles editing, creator distribution, review and reporting through a network of 62,900+ accounts. These are Lumina's published claims, rather than findings from a campaign we bought.
The main comparison point is the quote. Its services page describes a typical $1 to $5 CPM, while its pricing calculator uses an illustrative $2.50 to $4 range and explicitly says it is not a rate card. Neither range is a fixed offer for your campaign.
Its four-platform service may suit your brief, but a published network count and a calculator don't establish campaign outcomes. Ask for the agreed CPM, eligible-view rules, target markets and a sample report before deciding.
Lumina Clippers pricing: Campaign budgets from $5,000 to $200,000+, with a custom CPM agreed for the scope. Calculator estimates are not contracted rates.

The best clipping agency for every category
Most clipping agencies say they do everything. Here's who we'd actually hire in each category, with the published campaigns to back it up. Clipping Culture takes on every category below, and brand campaigns are its focus.
Best clipping agency for brands and products
Our pick: Clipping Culture
Consumer brands and product launches need volume and brand safety at the same time, because every clip carries the logo. Clipping Culture's brand and product campaigns include MLB, Pro Padel League, WOLFpak and Hostage Tape, each with over a thousand reviewed clips. FindClout is the alternative if you'd rather buy placements on existing meme pages than clips of your own footage.
Best clipping agency for apps, SaaS and AI
Our pick: Clipping Culture
Software is harder to clip than a song, because the clip has to show the product doing something, fast. Clipping Culture's AI and product campaigns include Higgsfield AI, one of its largest brand campaigns by clip count, and SUNO. For founder-led tech and Web3 launches, FORKOFF is the specialist to compare, and ClipUp runs an app-focused offer.
Best clipping agency for film and TV
Our pick: Clipping Culture or The Clip Ship
Film and TV clipping is about moments, not trailers: a stunt, a line, a scene fans will want to re-cut themselves. Clipping Culture's published film and TV work includes a Times Square stunt for Scary Movie and a series campaign for Paul American, and it has taken a three-part feature film release past 86M views. The Clip Ship is the other strong call for entertainment and sports, with its Baller League case study.
Best casino and iGaming clipping agency
Our pick: Clipping Culture
Casino and iGaming brands need reach that most ad platforms won't sell them, plus tight rules on what clippers can say and where. Clipping Culture has published casino campaigns for Monkey Tilt, Superbetin Casino and TheClubHouse Casino, and it runs logo clipping campaigns built for exactly this kind of brand. Whoever you hire, confirm how they handle age-restricted content and regional gambling rules before launch.
Best podcast clipping agency
Our pick: Clipping Culture
A podcast clipping agency has to protect context: the right speaker, the right caption, and a clip that still means what the guest meant. Clipping Culture has published podcast campaigns for BobbyCast, Murder With My Husband and the All In Sports podcast, with thousands of clips per show. ClipUp and ClippingAgency.co both run dedicated podcast offers if you want a second quote.
Best clipping agency for creators and streamers
Our pick: Clipping Culture
Creators and streamers already have the footage. What they need is distribution beyond their own channels without handing their identity to strangers. Clipping Culture has run creator campaigns for Dhar Mann and Keemokazi. If you'd rather own the clipper community yourself, ClippingAgency.co builds that program on Whop.
Best music clipping agency
Our pick: Clipping Culture
Music is where clipping started, and it's where Clipping Culture has the deepest record: 124 published artist campaigns, from emerging acts to chart names. A good music clipping agency briefs the approved sound, lets clippers build their own hooks around it, and reports views separately from streams. The Clip Ship and Clouted are worth a second quote when a release comes with film assets or a wider marketing plan.
Best political clipping agency
Our pick: Clipping Culture
Political clipping moves fast and gets scrutinized, so source control and review matter more here than anywhere else. Clipping Culture has delivered 68M+ views across two political campaigns, with every clip checked against the brief before its views count, and it runs public-figure campaigns under the same rules.
Best TikTok, YouTube Shorts and Reels clipping agency
Our pick: Clipping Culture
Most clipping campaigns run on all three short-form platforms at once, but each rewards something different: TikTok rewards fast hooks, YouTube Shorts rewards watch time, and Reels rewards shares. Clipping Culture runs campaigns across TikTok, YouTube Shorts and Instagram Reels and reports results per platform. Lumina also lists X among its campaign platforms.

Clipping agency pricing: what each agency costs
How much does a clipping agency cost? It's the question every buyer asks first, and the hardest one to compare, because clipping agencies quote in different units. Here's every published clipping agency price on this list in one place.
One warning before you compare: three different numbers get called CPM in this market. There's the rate a clipper is offered per 1,000 views, the effective cost once caps and rejected posts are counted, and the all-in price a brand pays, agency included. When two quotes look far apart, check which of the three each one is.
| Agency | Published price | Minimum | How it's priced |
|---|---|---|---|
| Clipping Culture | Avg. $0.68 to $0.71 per 1,000 | $15,000 | Budget set by your view target |
| The Clip Ship | About $1 per 1,000 | Not published | Fixed CPM |
| ClipUp | $0.29 to $0.39 per 1,000 in examples | Examples from $1,500 | You fund a clipper rate; views past each clip's cap are free |
| FindClout | $0.20 logo CPM; $1.50 to $3 content CPM | 15M logo views or 2M content views | Meme-page distribution; format-specific quote |
| FORKOFF | About $3 per 1,000 qualified views | No minimum term | Per campaign, billed only for qualified views |
| Spade Clipping | Custom CPM | Not published | Quoted against guaranteed view volume |
| Lumina Clippers | Custom CPM; typical $1 to $5 on its services page | $5,000 | Verified views; calculator figures are illustrative |
| Clouted, ClippingAgency.co, Clipping.net | Not published | Not published | Quote on a call, or set per campaign |

Clipping agencies we looked at but left out
These are real businesses, and one of them may suit you. This list is selective. These additional options differ in model or public detail; exclusion does not establish lower quality.
- Clip Farm: A self-serve platform where you choose how much to pay per 1,000 views. Handy for a test, but you run the campaign.
- Zulachat: A clipper marketplace built around named creators, with 80,000 clippers and campaigns like PrizePicks. Closer to Clipping.net than to an agency.
- Clip Central: Books hand-picked pages for your brand, much like an influencer campaign, rather than running a clipper network.
- Bounty Network: Pay-per-verified-view campaigns at a CPM you set, run on Whop. It shows live numbers from current campaigns rather than a case-study library, so it's harder to compare.
- Clip Tech: Calls itself the #1 clipping community on the internet, but its site says little about process, pricing or results.

What about AI clipping tools?
Tools like OpusClip cut long videos into short clips in minutes, and they're very good at it. But a tool stops at the edit. It doesn't find hundreds of creators to post your clips, check each post against your rules, or pay anyone for views.
If you only need clips for your own accounts, a tool is the cheaper answer. If you need your content on thousands of accounts you don't own, you need an agency, and plenty of agencies use AI tools inside their workflow anyway.
Our guide to AI clip generators versus clipping agencies goes deeper.
How a Clipping Culture campaign works
- 01
Set the campaign
You approve the source material, the rules and the view target. We write the brief.
- 02
Clippers create and post
The campaign opens to the network. Clippers cut the moments they think will travel and post them from their own accounts.
- 03
Every submission reviewed
A person checks each post against your rules before its views count. Rejected posts cost nothing.
- 04
Verified reporting
You watch approved posts, views and delivery against your target on a live dashboard.
Bring the content. We'll run the rest.
Book a call to confirm fit, the campaign brief and your target verified-view volume.
Clipping agency FAQ
What is the best clipping agency in 2026?
For a clipping campaign at scale, we'd pick Clipping Culture: our team reviews every clip before its views count and publishes campaign pricing and case studies. We run Clipping Culture, so this is our editorial recommendation, not an independent test. The right choice still depends on the job. The Clip Ship suits entertainment releases, ClipUp smaller budgets and FindClout meme-page placements.
What kinds of campaigns does Clipping Culture run?
Brand and product launches, apps and AI software, film and TV releases, games, casino brands, podcasts, public figures and music. If you have footage with moments worth cutting, book a call and ask for the closest case study to your category.
How much does a clipping agency cost?
Examples include $0.20 logo CPM at FindClout, $0.29 to $0.39 effective CPM in ClipUp's case studies, and about $3 per 1,000 qualified views at FORKOFF. Clipping Culture averages $0.68 to $0.71 across campaigns from a $15,000 minimum. Lumina lists a typical $1 to $5 CPM on its services page, but requires a custom quote. Spade also quotes per campaign. These figures use different view definitions and are not interchangeable.
What is the biggest clipping agency?
There is no verified, like-for-like measure of the biggest agency here. Clipping Culture reports a network of 500,000+ clippers. The Clip Ship publishes 200,000+ creators; Lumina publishes 62,900+. Those figures use different definitions: members and creators are not interchangeable, and neither establishes campaign participation.
Are the views from clipping agencies real?
They can be, if the agency checks. Look for review before views count, bot filtering, views pulled from the platforms themselves, and a dashboard with links to the actual posts. Ask what happens to views from rejected or removed posts. At Clipping Culture they don't count and aren't billed.
Is clipping brand safe?
It is when the rules come first. A good agency sets approved footage, required disclosures and off-limits topics before anything posts, reviews every submission against them, and removes posts that break them. Ask who reviews, when, and how fast takedowns happen.
Should I use a clipping agency or a clipping platform?
Use a clipping platform or marketplace like Clipping.net or Clip Farm if you have the time to write briefs and review submissions yourself. Use a managed clipping agency if you want someone else to run the campaign and answer for the results.
